Research On Qinhuangdao Township Civil Service’s Incentive Model Under The New Rural Construction

As the new rural construction builder, the full play of township civil service’senthusiasm and creativity plays a crucial role to the new rural construction. However,there are still many negative phenomena about township civil service. These issues bringgreat distress to the work of civil servants’ township. Therefore, how to improve thetownship civil service motivation, improve and build more reasonable township civilservice incentive model, become an urgent task of the new rural construction. From thisperspective, the paper selected the township civil groups of Qinhuangdao as the researchobject, through the analysis of the current status of the township civil service incentivesituation and found the existing problems, then discuss the causes of the phenomenon ofrural civil insufficient incentives in depth to build a township civil service incentive modelwhich is more scientific and effective.Firstly, clarify the research background and research status at home and abroad aboutthe township civil service incentives, and explain the main research contents and methodsof this paper.Secondly, define and combine basic concepts of the theory in the paper accurately,and explain the enlightenment of the successful practice of the civil service township civilservice incentive model from both home and abroad.Thirdly, investigate on the status of the township civil service incentive inQinhuangdao empirically, found insufficient incentives township civil serviceperformance and issues and inspire ideas. Analyze the phenomenon of the township’s Civilinsufficient incentives reasons from four aspects.Finally, analyze the construction of Qinhuangdao township civil service incentivemodel of the feasibility, try to build a more scientific and effective incentive model forQinhuangdao township civil service based on the principles of moderation.
