With the rapid development of the knowledge economy as well as the deepening of globalization and the level of informatization, China bears the dual pressures of international competition in the external and the construction of harmonious society in the internal. And the key factor of how to gain a foothold and stand out under this increasingly tremendous pressure is the talent. To occupy the high ground in this global war for talent, it requires our human resource management in public sector can faithfully finish the four tasks of selection, education, employment and retaining of talents. Adhering to the humanistic management idea can not only improve the public sector human resource management theory, but also provide a strong impetus in these four tasks. So the innovative research in the human resource management of public sector based on humanistic management idea is a theoretical and practical subject with great significance.This paper makes researches in public sector human resource management innovation on the basis of humanistic management idea. It starts from illustrating the concept of public sector human resource management, and then defines the humanistic management idea, human resources, public sector and others respectively with a brief overview of the theoretical basis of this article, in which the human capital theory, the demand theory and the learning organization theory are included. At the same time, it also gives an analysis of the current situation, such as the humanistic management idea is not strong in the public sector human resource management, the imperfection of the system as well as the mechanism, in which the factors that caused this situation are pointed out. Meanwhile, in order to solve the problems occurred in the public sector human resource management, the author combines experience of western developed countries in this part and comes up with the idea of improving and innovating the public sector human resource management ability through changing the concept, improving the system, strengthening the incentive method as well as cultivating the culture.
