| The labor and employment is the most fundamental driving force for the Tibetan areas in Yunnan. It carries all the needed for material and sprit production of the Tibetan society’s development. It is the important way for the Tibetan people to achieve self-worth and enjoy the rights to survival and development. By the employment services of Tibetan local government, Tibetan human resources could be developed,and then, the Tibetan economy could be developed and the Tibetan society could keep stable. Because of the special geographical, economic, social, cultural and other factors of the Tibetan areas in Yunnan, the local government’s labor employment service has a long way, and the labor resources need for further development.In this paper, by way of case study, using the method of field research,document and case analysis, we investigated the history and actuality of the employment service in Yunnan Tibetan areas, structured the accessible indicator system of employment service, and then proposed the solutions.Through the survey, we found that the employment service accessibility of Tibetan areas in Yunnan influenced by the resource investment, service mode, the Tibetan culture and so on. And proposed that we need to properly position the role and duty of employment service to enhance the accessibility, we also need to afford the stable input mechanism, to set up a linkage mechanism between the demand and supply, to lead the Cadres and the masses transforming the concept of employment to ensure the accessibility. If we could put these measures into practice, I think the human resource of Tibetan areas in Yunnan could be exploited, and it will lay a foundation for the Tibetan social stability and economic development. |
