A Study Of The Regional Gap Of Basic Public Services In Chongqing

In recent years, Chongqing maintain sustained and rapid economic development, people’s living standards improved significantly. In September, 2013, Chongqing proposed the "five major functional areas" development strategy, the regional development has entered a new stage, but it also faces great opportunities and challenges. Chongqing area has a special topography, multi-ethnic populated, ecologically fragile, such as particularity, due to the restriction of economic development condition, remote mountainous areas own finance supply ability limit, as well as the difference between regions, between urban and rural areas, makes the Chongqing area between basic public service level difference is very big, seriously hindered the construction of a well-off society in an all-round way. Research of basic public services gap between Chongqing area, the main purpose is to explore the Chongqing area, the basic public services disparity between the tendency of the gap, Chongqing five functional areas from which aspects of basic public services gap between, between regions is from region, research to these questions will realize the equal basic public services to provide important reference for Chongqing.In this paper, through theoretical analysis, empirical analysis and countermeasure analysis method of basic public services gap in Chongqing area were studied. Combined with the characteristics of Chongqing, screening of a set of can reflect the five functional areas of basic public service level index system, using the factor analysis method to measure the overall level of basic public services in each district and county of Chongqing. Then, by constructing tal index model to measure the five functional areas 38 counties in basic education, public health and social security’s index time series. The results show that the new district of city development and Chongqing northeast ecological conservation development area differences in the levels of basic public services is the main reason of the total variance in Chongqing area. In addition, the five major functional areas in the area of education, health care and social security is the difference between influential factors of regional total differences.On the basis of the empirical analysis conclusion, put forward to reduce the regional gap and realize the regional coordinated development; Increasing public financial expenditure, optimize expenditure structure; Increase transfer payments to remote backward minority region, such as policy Suggestions to narrow the gap in basic public services among regions.
