Scientific and reasonable incentive mechanism of civil servant can mobilize the enthusiasm, but the enthusiasm of the civil servants directly affect the administrative efficiency of government departments, and then affect the government’s image among the masses. The consummation of the civil service incentive mechanism, encourage the majority of civil servants to improve work efficiency, and improve the administrative efficiency of government departments, has become an important topic. The thesis is divided into five parts:The first part, introduction.The second part, the concept of civil servants, defined, grass-roots civil servants incentive, incentive mechanism in the paper, the theoretical basis and an overview of the civil service incentive mechanism-- the content motivation theory and motivation theory of process. The former mainly includes the hierarchy of needs theory, Alderfer’s ERG theory, Mcclelland achievement need theory, Herzberg’s two factor theory; the latter includes reinforcement theory, expectancy theory, equity theory and goal setting theory.The third part, summarizing the basic situation of G County, from two aspects of macro and micro incentive principles of incentive measures analysis of grass-roots civil servants incentive mechanism of G County, the problems, and analysis of the deep reasons. Macro motivation principles exist three problems: the one-sided emphasis on the spiritual incentive, material incentive effect of neglect; one-sided emphasis on the external excitation, the incentive effect; one-sided emphasis on the positive incentive effect, ignore the role of negative incentive. The micro incentives have four aspects: evaluation system, salary system, promotion system, training system. In view of the macro and micro two aspects, from the three aspects of the idea level, system level and environment level analysis of the reason.The fourth part, from the four aspects of the appraisal system, salary system, promotion system, training system, incentive mechanism of other countries and regions of the civil servants, learn the advanced experience.The fifth part, in view of the existing G County grass-roots civil servants incentive mechanism problem, put forward to perfect the incentive mechanism of civil servants at the grass-roots level: G county the principle of material incentive encouraging the spirit of the combination of the two, strengthening the material incentive; incentive combination of inside and outside, and strengthen the internal motivation; positive and negative incentive combination, and strengthen the negative incentive. And also from the appraisal system, salary system, promotion system, training system in four aspects and puts forward specific proposals and measures.This paper is taking G County as an example, to improve the incentive mechanism of civil servants at the grass-roots level in other areas, also have certain reference significance.
