The Research On The Building Of Anti-corruption Culture In China’s Universities

In the face of the serious situation of China’s reform into an important time, it appears many problems in the deepening process of reform of colleges and universities, such as academic corruption, academic misconduct, scientific moral anomie and corruption of administrative,all these corruption behaviors have become the hard reform in university’s special form, and fade in generalization trend.As an important part for Party to build a clean government, honest cultural construction of colleges and universities get more and more attention by the Party and the country.The 18 th Report explicitly proposed to "strengthen anti-corruption education and the honest cultural construction".For colleges and universities with "teaching knowledge" and "producing knowledge" as the core objective of education, we have to strengthen the college students, teachers and administrators of honest education, to improve the cognition of the ideology and culture, to cultivate their good integrity and quality.To curb corruption in colleges and universities from its source and to build a green health of the ecological environment in colleges and universities, it has important practical significance to advance the actual effect of the honest cultural construction of colleges and universities.Based on the honest cultural construction of colleges and universities as the topic selection and a basic theory of integrity for the accumulation of culture, according to some universities’ current situations of the construction of clean and honest culture questionnaire results in Heilongjiang province, this paper summarizes the current integrity culture construction results and existing problems, analyzes present situation and causes of integrity culture construction and explores the practical path of integrity culture construction in colleges and universities.Specifically, this paper includes the following five parts:The first part, introduction.The part of the paper selects topic background and significance, research status at home and abroad, the research content and framework and the research idea and method of related background knowledge to elaborate. It demonstrates the important value of integrity culture construction in colleges and universities under the background of the national anti-corruption, introduces the research results of honest cultural construction of colleges and universities at home and abroad and provides a basis for full text study.The second part, the construction of clean and honest culture basic theory. This part starts from the connotation of culture and refines to the clean and honest culture connotation, then goes to the connotation of the honest cultural construction, finally rests on the connotation of the honest cultural construction of colleges and universities. It combines the integrity thought in traditional culture, the integrity of Marxism of clean and honest culture theory and draws nutrition from them.It discusses the university clean and honest culture is an important part of national integrity culture, is the core of the sum total of all kinds of ideas, systems and material carriers against corruption. Honest cultural construction of colleges and universities is not only the basis of the Party to build a clean government, but also way to improve the overall quality of high-tech talent constructive projects.The third part, the university clean and honest culture research overview. This part studies from the content, the characteristics and the function of the university clean and honest culture; studies the specific contents of the honest cultural construction of colleges and universities from university of the spiritual culture, system culture, behavior culture and environmental culture; analyzes the characteristics of the university clean and honest culture according to the different characteristics of object, utility and carrier; discusses the functions of guidance, condensation, constraints and supervision of the university clean and honest culture.The fourth part, the present condition analysis of the honest cultural construction of colleges and universities. This part combines with some universities in Heilongjiang province to discuss the present situation of the honest cultural construction work, and discusses from two aspects of positive and negative of honest culture results and existing problems in colleges and universities, and makes a detailed analysis of the existing problems of incentive. It points out that although the goal of college in the clean and honest culture, carrier, content and other aspects has obtained certain achievements, the single way, the institutional defects and the mental defective problems still exist. It results from both the erosion of the external social bad style, and the comprehensive effects such as university internal power imbalance and the lack of faith factors.The fifth part, the effective countermeasures of the construction of clean and honest culture. On the basis of the former study, this part suggests general principles and specific path to consummate the system of integrity culture construction in colleges and universities, points out that the honest cultural construction of colleges and universities should follow the principles of external associativity, systematicness, time longer and style diversity, and makes specific integrity cultural activities in colleges and universities from building sound system, forming rich content and enhancing anti-corruption effect three aspects.
