Research On Governance Of China’s Rural Community

The Third Plenary Session of the 18th Central Committee of the Communist Party of China puts forward the overall goal of comprehensive reform which is "promoting the modernization of national governance system and governance ability". Under the background of building a new socialist countryside and promoting the integrate development of urban and rural, how to improve the rural community governance level, to achieve the goal of the harmonious relationship between urban and rural area has been a forefront subject in state and society governance field and public management discipline. This thesis is based on the polycentric governance theory, taking Yuanshi community of Songzi city in Hubei province as the case, it explains that the rural community’s polycentric governance in our country is operational, and states the measures about building the polycentric governance model in rural community whose members are multiple and cooperative. This thesis is divided into five parts:The first part is the full text of the introduction. In this part, it mainly analyzes the background, the significance and the content structure of the subject, as well as the research ideas, the research methods, and technical route. And also there are some possible research new points being listed in the paper.The second part statements the theory of polycentric governance theory, the community, rural community, governance, community governance and other related concepts. First, the thesis defines the characteristics of polycentric governance. After that, the it interprets the polycentric governance’s operation rules, namely that "interaction" rule. Finally the thesis is concluded that the polycentric governance theory and the rural community governance are corresponding.The third part illustrates the Yuanshi community of Songzi city in Hubei province as a case, it indicates the problems of Yuanshi community governance at present, it states the problems are including public services supply, the role of governance members and governance mechanism. Then the reasons behind these problems are analyzed too.In the fourth part, the thesis bases on the polycentric governance theory, it declares advices about polycentric governance in Yuanshi community of Songzi city in Hubei province from three aspects, which are including the public service supply, organization construction, and mechanism construction. And each advice is interpreted specifically in the thesis.The fifth part is the conclusion of this thesis. It summarizes the conclusions and the deficiencies, and makes the research prospects.This thesis tries to innovate from the following three aspects:First, the selected topic is new. Because this topic around the rural community which the party and the country having been focused on, and it follows the "promoting the modernization of national governance system and governance capacity" concept of governance. Second, the research methods are tried to break through. This thesis takes Yuanshi community of Songzi city in Hubei province as a case, combining normative analysis and empirical analysis, to keep suggestions about rural community governance are applicable and operable. Third, the research content are comprehensive as far as possible. On the basis of a large number of field survey data, this thesis states in detail from three aspects including public service supply, multivariate members’ function, and governance mechanism.
