The public sector has played a significant role in the process of constructing innovative country in China. As the human resource has gradually became the society primary resource, the importance of human resource management in the public sector is increasing by day and day. As the deepening of market-oriented reform, human resource management in public sector with a strategic human resource planning has also been put on the schedule, to make the work of human resource management in public sector to free from the tedious inefficient repeated transactional jobs by changing the old rigid management mode and adopting the human resource management outsourcing mode, in order to improve the efficiency of human resource management in public sector, save the cost of management, and realize the goal of the public sector human resource strategic transition at last.A lot of local public sectors have made active attempt and exploration in human resource management outsourcing in the present stage of our country, and have been made some achievements. But the public sector human resource management outsourcing in China is still in the initial stage, there are many problems and shortcomings needs to be further improved from the current situation.The paper considers the public sector human resource management outsourcing present situation at home and abroad, according to the core competence theory, transaction cost theory, the principal-agent theory and the new public management theory, making a comparative study in the status of human resource management outsourcing of the public sector in our country, putting forward the applicability of the proposed outsourcing of human resource management of public sector in our country. Aiming at the existing defects of public sector human resource management outsourcing in our country at present stage, analyzing of its causes, and finally putting forward some countermeasures.
