The Multi Governance:Separation And Balance Of Powers Based On Universal Participation

In the current research paradigm on community governance:there are the paradigm of owner’s self-rule under the theory of civil society; the paradigm of grassroots regime construction of national construction theory; and the paradigm of the state power led multi-party in community governance under the theory of corporatism, Although the orientation of the research and emphasis point is different, we have to admit that an implicit premise:under the current social and historical background, the state, market and social forces involve in community governance, has become a consensus. However, what a model can better coordinate the multi power and realize the true multi governance, and how can the mechanism form is also a question that deserves an answer; and the current efforts from the formation depth and norms interpretation is still too early, and the contribution for this question is still far away. The study wants to make efforts for this, and first of all, make collation, analysis and induction on all kinds of the current "multi governance" theory and empirical research, and form a review and comment on it. Secondly, try to put forward a "objective criteria of multi governance" in order to distinguish the difference between the present multiple governance and the concept in the past, refer to the control pluralism theory, civil society theory and corporatism theory as the guide, combined with the study of Nanjing "C community" typical cases. Finally, explore the mechanism of the "multiple governance": the effective operation of the owners Committee is the key factors of multi governance formation, and the ways of it’s establishment is particularly important. The owners’committee result from rights movement usually can not work effectively, even if the strongman’s leading can make a support, however it in fact slides into the Elite Governance pattern. Only when the owners actively involved in community public affairs, and trained by the foundation of association and collective action, and produced by the legal procedure,can a owners committee become independent and equal main body of community governance with it’s own organizational attributes and interests, produce the competition and cooperation with other community governance subjects, and reach the ultimate realization of "pluralistic governance".
