To Administrative Accountability

The implementation of administrative accountability, is not only the important content of deepening the reformation of China's administrative system, but also the inevitable requirement for building a responsible government and service-oriented government, but also to promote the building of socialist democratic politics. Administrative accountability system is implemented by the specific subject of accountability,according to the responsibilities undertook by at all levels of government and its civil servants and obligations of the implementation of the performance situation, and requested its commitment to negative results of a norm. Since,"SARS" in 2003, the "accountability system" from scratch, and gradual improvement has caused widespread public concern, but also in academic research set off a boom, so it is a new thing in our country, both from the depth and in breadth, there are still more space for the research in the academic community. Therefore, the author from the reality of China's administrative accountability system construction, from the basic concept of administrative accountability, analyzed the concept related to administrative accountability system, and discussed the theoretical basis for administrative accountability system, and then analyze the implementation of China's administrative accountability system,the current situation and problems in implementation, expounded China's accountability system for its own drawbacks and to learn from experience of Western countries and Hong Kong's the accountability system, Finally, this paper proposes some advices about improving China's administrative accountability system, through various means, and strive to build more standardized and effective system of administrative accountability in line with China's actual conditions. Because China's administrative accountability is still in its infancy, not yet mature in theory, there are still a lot of confusion and misunderstanding in the design and practical implementation of the system. Therefore, this article will put forward some countermeasures and suggestions from the ideas, institutions, mechanisms and accountability aspects of allogeneic,to build a sound administrative accountability system.
