By the end of 2013, China’s elderly population has already exceeded 200,000,000. That is 14.8% of the population, far beyond the international 10% standard for the aging society. China has now officially entered the “aging” stage. Restricted by the socioeconomic level, China’s endowment is mainly family based, compensated by the subsidiary organization care service. However, due to the impact of “one-child policy” and the progressive increase of migration, the phenomenon of empty-nesters and solitary elderly people are prevailing. Family based endowment is crippling. Thus, In order to alleviate the growing elderly-care pressure, China, during the 1980’s, took several metropolis as pilot areas and promoted the Extended Aged Care at Home packages, which took family as the core, community aged care services as the networks, and effectively brought together governmental, corporate, individual, familial, social organizational and other multilateral forces to undertake the aged caring responsibility collectively. Among the numerous participants, non governmental organizations, with its unique features of public welfare orientation, low-cost and accessibility, rapidly integrated into the aged care system and played an essential role. However, owing to its underlying grass-roots nature and the lack of government laws and policies, non-governmental organizations can only have a limited involvement in public service. Studying the involvement status of NGOs in public service will shed light on its developmental resistance in current situation and assist us on putting forward some suggestions and countermeasures for the promotion of non government organization in public service.In this article, we used the case of Tangxia community as the starting point, and conducted a systematic study on the problems concerning non government organizations’ involvement in home-based care services model. The whole article consists of the following 5 parts:The introduction explains the background and significance of this paper in detail. It introduces relevant domestic and foreign research, clarifies research approach and methods, therefore lay the foundation for further research of this paper.The first part is the analysis of the related theories concerning the involvement of non-government organizations in extended aged-care at home packages. In this part, we analyze the core concept and theoretical foundation of NGOs’ involvement in extended aged-care at home packages and several modes of NGOs’ involvement in public service. This provides a theoretical framework for the following article.In the second part, we use the case of Tangxia community in Wenzhou City as the starting point and analyze the problem concerning NGOs’ involvement in extended aged-care at home packages, which includes the tendency of homogenization in the service provided, the lack of planning in the early stage and the missing of supervision in the developmental stage. Finally, we conclude the main cause for those problems being the dearth of cooperation between government and NGOs, the management dislocation of the government, as well as the development bottleneck of the NGOs.The third part is the operation mode of non governmental organizations under regional welfare systems in Japan. We summed up experience and enlightenment which can be used in our country.The fourth part is the countermeasure and suggestions concerning the topic. In accordance with the current situation in China, the possible solutions are as follow: 1. Strengthening the self construction of the NGO organization; 2. Increasing policy inclination and the support of the government; 3. Creating a good social atmosphere; 4. Constructing good interaction pattern between government and non government organizations.
