Assessment is the basic part of cadres’ selecting, appointing, managing and supervising. Different assessment content and evaluation standard would lead to different directions for cadres, and resulting in a different impact on economic and social development. Section-level cadres in counties are working on the front line of reform, development and stability, are responsible for the final implementation of various tasks, facing grassroots work and directly serve the people. They are important supporting functions to complete all the tasks. Establish and improve the assessment system for section-level cadres to make it working effectively is an inevitable trend for improving the quality of cadres. It is conductive to the formation of a correct performance direction, forming a scientific baton to guide cadres rethinking that what is performance, whom is to performance for, how to performance. A reasonable can guide cadres stay correspondence with the key strategies, and finally achieve scientific and sustainable development.This article chose a very realistic issue of assessment for section-level cadres of counties, hoping to grasp the current situation of assessment for section-level cadres of counties, as well as the main problems at present and the cause of the problems by examining assessment methods and practice for section-level cadres of counties. On this basis, this article research though methods such as literature research, interviews and empirical research, advises on improving and optimizing assessment for section-level cadres of counties, contributing to the further deepening of the theory and practice of reform of our cadre system.The first part focuses on defining related concepts about assessment for section-level cadres of counties. The detailed elaboration of concepts such as cadres, section-level cadres of counties, assessment and cadre assessment drawing a clear scope for the study, indicating the research direction so that the study strictly restricted in this range in order to ensure a scientific research, laying a solid theoretical foundation for further study. In the second part, combined with the main features of section-level cadres of counties, elaborated the practical significance of establishing and improving the assessment for section-level cadres of counties, from aspects of the improvement of the grass-roots level cadres’ execution capabilities, scientific cadre rank construction under new situation and effective implementation of the Party and state’s tasks in the “new normal”, emphasizing the importance of the study of section-level cadres’ assessment works. The third part gave a detailed introduction about the current assessment method and assessment work of X County for section-level cadres. On this ground, this article commented on the assessment method and work of X County from aspects of assessment subject, assessment content, method and procedure, meaning to find out problems in developing and operating section-level cadres’ assessment methods of X County. Finally, since that the problems in assessment work of X County for section-level cadres reflected the deficiency in the overall assessment work for section-level cadres in out country, the article made a rational analysis on the causes and the impact of the problem from the view of the overall assessment work for section-level cadres in out country. Based on the facts, the fourth part proposed scientific, simple, feasible, operable and targeted suggestions to improve assessment system for section-level cadres. The suggestions are proposed from the aspects of regulate assessment subject, develop targeted performance goals, improve assessment methods and strengthen the use of assessment results, in order to consummate assessment methods for section-level cadres of counties and promote the assessment work for the section-level cadres. In terms of improving assessment subject, mainly focuses on enlarging the scope of assessment subject, especially to increase the impact of general public satisfaction on the assessment result, meanwhile increase the qualities of the assessment team; in making the assessment indicators, comprehensive is mostly concerned, while highlighting the concept of “rule of law”; in terms of improvement of assessment methods, focusing on the innovations of the thoughts and methods, adopt the most appropriate methods that fit the region characteristic mostly, to improve assessment work efficiency and effectiveness; in terms of the ues of assessment results, make the results effectively used through variety of means to better achieve the assessment work function of guidance, motivation and so on.
