The development of agricultural scientific research needs to have relatively stable scientific personnel for research, development and management, which can promote scientific research work to start and operate smoothly, and help the formation and application of agricultural science and technology productions. Therefore, the stability of the talent group is an important part in the work of agricultural scientific research institutions. But in recent years, for the agricultural scientific research institutions, there have been appearing a problem of brain drain, especially appearing the loss of outstanding scientific and technological talents, which has caused a serious impact on the development of agricultural scientific research institutions. Brain drain problem also appeared in Tangshan agricultural scientific research institutions, which also caused a negative impact on the agricultural development.Through reading a lot of literature about the brain drain theories, we find that in nowadays the research and empirical analysis on this aspect are in the initial stage, so the research in this area is not very deep. Especially, the research on the brain drain in agricultural scientific research institutions is still a blank. Therefore, this paper attempts to use Tangshan agricultural research institutions as the research object, exploring the factors that affect the brain drain. I hope this research can provide countermeasures and suggestions for the maintenance and attraction of talents in Tangshan City agricultural scientific research institutions. The main research work of this paper includes the following aspects:(1) based on the foreign four basic theories about brain drain:Katz’s theory of organizational life, Lewin’s field theory, Cook’curve and target consistency theory, and five basic models about brain drain:March and Simon model, Price model, Price Mueller model (2000), Mobley model and expansion of the Mobley model, the research sorts out and analyzes the important influence factors about the brain drain.(2) it analyzes the problems existing in Tangshan City agricultural scientific research institution, and states the situation on brain drain and points out the importance of doing the research on brain drain.(3) it does the empirical analysis on the factors affecting the brain drain in Tangshan agricultural scientific research institutions. Through the survey of the questionnaire, it uses descriptive analysis, reliability and validity analysis and correlation analysis to analyze the data of the questionnaire, and summarizes the three important factors that affect the brain drain in Tangshan agricultural scientific research institutions:personal factors, organizational factors and environmental factors.(4) according to the conclusions drawn from the empirical study, it gets the countermeasures and suggestions for solving the problems, which mainly include:respecting talents, improving the training mechanism, promoting the realization of individual value, introducing competition and incentive mechanism, improving the protection and restraint mechanism, establishing talent ladder mechanism, creating a harmonious environment and grasping the development environment.Finally, it is hoped that this research can provide effective reference for the problem of brain drain in agricultural scientific research institutions.
