Research On The Perspective Of The Exercise Of Public Power Under Service Oriented Government In China

Public authority as a central theme in political science, public administration and other disciplines are often discussed, it exists in the whole process of historical development of human society. Public power is the people’s part of the power transferred to public officials. The power used by a public officer in real life and social affairs. From a perspective of historical changes, it is accompanying with the development of human society, is the sign of free humanity from the barbarism to civilization. The purpose of the body of public authority controlling the power is use the power to apply in the real life and social affairs and play its function. Therefore, the exercise of any power has its specific process. Power cannot be achieved without specific exercise process. The exercise of public authority is the process that the public power entities act on the object through the body in order to manage state and social affairs. The basic purpose of the exercise of public power lies in the effective implementation of the state will, to achieve the legal determination of power relations in reality one by one, to guide the healthy operation of the power system, and to promote social stability and development.Human’s choice of the exercise of public power, in the fundamental sense, is not accidental and arbitrary. It is the inevitable development of human history.This paper takes the construction of the service-oriented government as the background, exercise public power in our country as the research subject. According to the politics, public management science and other basic principles, it explains the necessity and characteristics of the exercise of public power under the background. And it points out problems and shortcomings in the course of the exercise of public power.On these issues, this paper puts forward the detailed suggestions for improvement from the perspective of the correct understanding of service oriented government. It needs to enhance public service level, the exercise mechanism of the power, realization of the exercise of the rule of law, supervision and so on.
