Since the reform and opening-up policy, Chinese vocational education developed rapidly. According tothe statistics communique on national education development in2011, there are2409high educationcolleges in total, including1280higher vocational colleges, which means that higher vocational college hasbecome the main body of higher education in our country and made great contributions to the highereducation popularization in china. The key to improve the quality of education lies in teachers. In the recent10years, the team construction of "Double Teachers" in higher vocational education has made newbreakthroughs, especially in the import of the part-time teachers which plays a positive role in improvingthe quality of talent training. But with the further development of higher vocational education, due to thelack of formal training in teaching ability for part-time teachers, the effect of teaching is not satisfied,especially in the teaching abilities, such as understanding, design, communication, organization,communication, result in the part-time teachers’ inadaption to the development of higher vocationaleducation, and then directly affected the further development of higher vocational education. Therefore, toimprove and develop the part-time teachers’ teaching ability in order to promote the education quality ofhigher vocational colleges has become an important issue that needs to be solved urgently in current highervocational education.Through reading up relevant literature, this article attempts to make clear the concepts of part-timeteachers’ teaching ability in vocational colleges, discuss the restrictive factors in affecting the teachingabilities, and use relevant theories to develop an empirical research on part-time teachers’ teaching abilityamong higher vocational colleges in Ningbo region, and to analyze problems and reasons existing in thepresent, and to further explore the various restrictive factors of part-time teachers’ teaching ability and learnfrom the developed countries, and discuss development countermeasures, and provide suggestions for theimprovement of teaching quality for part-time teachers.This paper is divided into five parts:The first part, introduction. Put forward the research background and significance, analysis of relatedconcepts, summarized the related research both at home and abroad, expounds the ideas and methods ofthis research.The second part, firstly, explore the teaching ability structure of part-time teachers in highervocational colleges. Secondly, analyze the various restrictive factors of part-time teachers’ teaching abilityfrom four aspects of part-time teachers, school, enterprise, and government, respectively.The third part, the status of part-time teacher teaching ability in vocational colleges is presentedthrough the relevant survey, and the causes of the problem and various restrictive factors are analyzed.The fourth part, analyze the various initiatives to enhance the part-time teachers’ teaching abilitythrough the investigation on current situation of part-time teachers’ teaching in Germany and the UnitedStates, Japan, Australia, Britain.The fifth part, through the above analysis and implications and combining with related theories, at four aspects of the personal promotion strategy of part-time teacher, and the colleges’ managementmeasures and enterprise’s supporting measures, and the supporting measures of the government, proposalsfor improvement of part-time teachers’ teaching ability is presented.
