With the acceleration of process of modernization and urbanization, gradually, the farmers worked in the fields were freed from the land and went into the cities to become migrant workers to participate in urban construction, which was not only the inevitable result of the reform and opening up and modern trend, but also was a special phenomenon in China’s economic development. However, the migrant workers are a special group who born in China’s economic and social development process. They encountered a series of problems in the process of integrating into the city. Especially the issue of their children’s education emerged gradually, which caused community concern.Solving education problems of migrant workers’children related to the development of social and economic, the advance of China’s current construction of socialist harmonious society and the prosperity of the whole country. Therefore, the matter of migrant workers’children in education must be put on a particularly prominent position to focus on.Although the state has draft a series of policies to ensure that migrant workers’ children have equal rights to receive education, but there are still some problems in the actual operation. Thus, this paper starts from studying the public service of migrant workers’children in education, focus on the analysis of the current situation of the migrant workers’children in education public service and points out the main issues. First, the government for the migrant workers and their children moved to has enormous financial pressure and the game of interests of all parties. Second, social discrimination is widespread. Third, there is plight situation for public schools and those schools for the children of migrant workers. And then this paper analyzes the cause of the problems of the migrant workers’children in education public service and thinks that there are five reasons:ideology, economy, institution, policies and the main supply. Finally, the article puts forward the criteria of innovation and basic measures about the migrant workers’ children in education public service. That is to follow three principles:people-oriented, rule of law and fairness, from six areas to innovate. Firstly, about the aspect of philosophy, establish the concept of service-oriented government; secondly, about the aspect of economy, increase investment in education; thirdly, about the aspect of institution, reform the rural household registration system, improve the compulsory education system and strengthen laws and regulations; fourthly, about the aspect of policy implementation, reform the administrative system to improve the efficiency of policy implementation; fifthly, about the aspect of the main responsibility, make clear responsibilities among the central government, the government of the migrant workers and their children moved to and the government of the migrant workers and their children moved out; sixthly, about the aspect of encouraging social forces, encourage diversity participation in the achievement of community governance model.
