"Compulsory education curriculum standard of fine arts"(2011edition) is formulated by ministry of education in our country, a one of the measures for the reform of basic education is art course textbook writing, teaching, assessment, etc. The main basis, is the national management and evaluation of art curriculum on the basis of compulsory education stage. In the process of the implementation of the curriculum standard, more and more people are aware of the elementary school fine arts education is to a man’s intellectual development, such as the creation of the cultivation of personality and quality are all play an important role.In this paper using methods of literature, questionnaire, interview method, from the teaching equipment and teaching situation, the implementation of teaching objects, teaching contents, and evaluation of the implementation of the present situation, the teaching methods and means four dimensions of Yanji elementary school fine arts teaching of new curriculum standard has carried on the on-the-spot investigation and comprehensive analysis. Of Yanji elementary school fine arts new curriculum standard of teaching research, the present situation of our country to the specific requirements of the new curriculum reform of fine arts and the curriculum reform of the teaching experience for many years, analyze the current deficiencies in the elementary school fine arts teaching of Yanji city and the cause of these defects and solve.In terms of the compulsory education phase of the fine arts education of Yanji city, in the process of implementing the new curriculum standard, with "for the students, stimulate students interest in learning, pay attention to culture and life, pay attention to the innovative spirit" as the basic concept,"to the students for this" under the guidance of instructional design, pay attention to each student’s performance in art learning and development. Although the new curriculum reform for many years, but the exam-oriented education deeply rooted still hampering the development of the elementary school fine arts teaching. Yanji elementary school fine arts teaching the existing and the management pattern, relative to other disciplines is poorer, the conditions of imperfect teaching facilities, extracurricular practice cannot guarantee, teachers in the new curriculum idea understanding insufficiently, lack of students’ learning interest, teachers’ classroom demonstration teaching is less, comprehensive, lack of diversity of the course content, teaching methods become a mere formality. Actively explore effective teaching methods, make the fine arts curriculum status compared to before had the very big enhancement, emphasis has also been an unprecedented increase, but there exist some problems in the concrete implementation, which seriously affect the function of the compulsory education stage of Yanji city art education into full play, also restricts the overall development of Yanji art education career.Yanji elementary school fine arts education should make clear the teaching status of art courses, strengthen the school’s emphasis on arts education, enhance the communication of parents and schools; Enhance the fine arts teacher training, increase the art class teacher demonstration teaching in the class, to develop students’ experiential learning; School fine arts teaching facilities should be improved, enhance the development of school-based resources, to promote the development of the students and evaluation at the same time.
