Horizon2020of European Union And The Enlightenment For Plan2011

In the present era background, the level of technology and the ability of innovation have become the most powerful factors in promoting the economic development and social progress, and also two of the most vital means to boost the international status. With the proposal of innovation-oriented country strategy, colleges and universities, as an important part of the national innovation system, are facing rare development opportunities and severe challenges. Plan2011is the latest technological innovation plan when we enter into the period of Twelfth Five-year Plan, which takes Industry-Academy-Research cooperation deepen as the core. At the same time, Horizon2020(H2020for short), which is called the extendence of European Commission’s Framework Programme (FP for short), has also begun to run.Based on the research and analysis of FP and H2020, we can make some conclusion about the evolution features, achivements and lessons learned. However, when it turns to Plan2011, which has just started to run and hasn’t developed a mature system mechanism, is still at its infancy stage, and the construction of its system still needs exploration and improvement.Through multi-dimension constrast betwent Plan2011and H2020, we can find that the two plans have high similarity in nature, goal, state/union status, background and so on, which indicates the comparibility of them. While, there are great differences on the plan’s level, carriers, selection criteria, and the degree of internationalization. All of these are important enlightment for our Plan2011. Stone from other hills may serve to polish jade. We can learn from H2020to help Plan2011develop more steadily, expecially the ways to attract the international participants, expand the region of partcipants, and promote the cooperation mechanism, evaluation and supervision system, human interaction and results diffusion.We hope that through the study of the EU scientific and technological plans, we can make some contributions to promote the Plan2011develop steadily. I put forward some suggestions thourgh three aspects:nation, region and university. In the promotion of international cooperation, I make some conclusions with a construction through analysis and comparison to provide research reference for our country to promote research cooperation and technological achivements.
