Outline of China’s National Plan for Medium and Long-Term Education Reform andDevelopment(2010--2020)was released in July,2010. The plan offers an overall plan anddirection for the development of education in the next decade. According to the plan,“promoting equitable development between urban and rural compulsary education”,“coordinating a balanced development of compulsary education” and “establishing adevelopment mechanism of urban-rural integration compulsary education” are the main tasksand targets of China’s national education reform and development in the current stage. Sinceits release in2007, a series of activities aiming at the integration of urban and rural educationhave been held, and some achivements have also been attained. Nonetheless, owing to thelimitation brought by different geographic environment, economic power,governmentfunctions, people’s receiving capabilities and etc., the integration of urban and ruraleducation is bound to be complex and challenging, and still have a long way to go. Therefore,it is only in the start-up phrase now, and how to carry it forward is till the highlight of thediscussion of today’s edcation reform.Having an analysis on the status quo of the current situation of urban and rural primaryeducation, the author of this thesis has managed to find out the problems and their causes,some strategies and methods have also been put forward in dealing with them. This thesisconsists of five parts:The first part is the introdution,which including the background and meaning of the topic,a summary of the research status at home and abroad and research method used in the thesis.The second chapter is divided into three parts, which illustrate respectively the featuresand functions of China’primary education, the origin and development of the thought ofurban-rural education integration and its characteristics, and the theories relating tourban-rural education integration.The third chapter centers on the status quo of the integration of urban and rural primaryeducation, especially on the dilemma confronting it. And factors leading to this are also givenin this part.Based on the third chapter, the forth one offers some strategies and methods to cope withthe difficulties occured in this progress. All these are aimed at establishing a real rural-urban integration education mechanism, and dealing with the problem of inequality between urbanand rural eudation successfully.
