Study In The Intellectual Resources Development Of Luanxian County Economic Development Zone Tactics

The thesis focuses on the problems of the intellectual resources development of LuanCounty Economic Development Zone systematically. It found that the main problems of theintellectual resources development have two aspects. On the one hand, the quantity of thetalented persons is not enough. With the quick development of this Economic DevelopmentZone, the shortage of the talented persons of this area is more and more greatly, and especiallyhigh-caliber talented person shortage condition is extraordinary obvious. On the other hand,the talented person structure is unreasonable. There exists the problems in talented persons’industry distribution, educational background structure etc. At the same time, the talentedpersons run off greatly, and the use of competent people imitates low, which have broughtabout gigantic negative part effect for development of area economic growth and enterprise.There are many reasons for the problems of the intellectual resources development ofLuan County Economic Development Zone, for instance, the intellectual resources conceptsfall behind relatively, the intellectual resources system is still not perfect, the intellectualresources environment does not improve, talented person incentive mechanism remains to beadvanced, and talented persons’ educational trains are not perfect. For these factors combined,the state of intellectual resources development of this area is low, so the units in the EconomicDevelopment Zone are not to be able to gain enough quantity and right talented person ofstructure.According to the reality and my Investigation, the thesis is aimed at the problems of theintellectual resources development and the back causes of formation of Luan County. At thebase of the experiment of the intellectual resources development home and abroad, it suggeststhat the intellectual resources development needs to improve from these aspects, such asdevelopment concept, development mechanism, development environment and educationaltraining. At the same time, it needs to construct the guarantee of organization, system, fundand theory, which ensure to move forward the above-mentioned policies.The thesis chooses Luan County Economic Development Zone as the study object, anduses those methods, such as research, case study, system research. With the knowledge ofIntegrated Management and Sociology, it analyses the problems and causes of formation ofthe intellectual resources development. And then it proposes concrete tactics and means,which is expected to bring valuable experience to the intellectual resources development ofthis area.
