The Innovative Study Of The Training System For The Farmers In Anhui Province

Since 1995, almost every year’s CPC Agricultural Conference puts forward the development of agricultural industrialization as the prime task in rural work. To realize the construction goal of new socialist countryside------" Product development, living in affluence, custom civilization, appearence neatness and managing democracy", the biggest obstacle is that the overall quality of rural labor force is not high, which is in great need of promotion. Nowadays, the reformation of agricultural industrialization in Anhui province has stepped into a critical stage focusing on upgrading agricultural products and enhancing comprehensive agricultural competitiveness. The average years of schooling of rural labor force, a principal part in the processing of agricultural industrialization, however, is only seven years. The backward of farmers’quality has been the main factor which restrained the promotion of agricultural industrialization. Under current situation, how to develop farmer-training, cultivate new types of farmers, perfect the mechanism of farmer-training, is an important topic arousing public concern. This paper studies on scientific and technological farmer-training project in Anhui province. It aims at analyzing the study, generalizing from experience and finding out the problems in terms of the features on farmer-training mechanism in Anhui province. Accordingly, some corresponding strategies and suggestions will be proposed to improve the cultivation of rural practical talents so as to upgrade the working of them and make the training project into efficient and long-term development.This article is divided into seven chapters. The first chapter demonstrates the background, purpose, significance, and a related review, ponderings and approaches of the study. The second chapter explains relevant concepts and theory on agricultural industrialization, farmer-training and farmer-training mechanism. The third chapter analyzes the problems in farmer-training mechanism and ts current situation in Anhui province. The fourth chapter emphasizes the experience and enlightment from farmers’ training mechanism abroad. The fifth chapter is individual cases on farmer-training mechanism, taking Fengyang, Anhui as an example. The sixth chapter puts forward corresponding innovative strategies and suggestions on farmer-training mechanism, such as administrative machanism, enrolment machanism, incentive machanism and operations management machanism on the basis of farmers’vocational education theory and administrative machanism theory. Finally, the seventh chapter is the coprehensive conclusion.
