As one of higher education, higher vocational education shoulders the mission that training the highly skilled talents who orient the need of first line of the manufacture, construction, services and management. Training the highly skilled talents needs first-class teachers, who are double-qualified teachers for higher vocational education, which means the teachers not only have solid theoretical foundation, but also have strong technological application ability. However, one teacher’s energy and ability is limit, it is impossible for all the teachers become the "experts" of theoretical teaching and practical guidance. Therefore, how to build a double qualified teachers structure teaching team with modern vocational education ideas, good quality, reasonable structure, special combination, distinctive, relatively stable, and meeting the needs of the development of higher vocational education,is an important issue for every higher vocational college.Although many vocational colleges have established good platform for cooperation with government, industry, and enterprises in such as joint education, cooperative education, employment, and development, however, due to the differences in values orientation and interests demands, the collaborative innovation platform hasn’t formed the largest joint force in construction of vocational colleges teaching staff, especially double-quality teachers team. In this paper, taking Dongguan Polytechnic as an example, the writer tried to actively explore the new ideas and countermeasures of "dual-quality teachers" teaching team building based on collaborative innovation theory, with the help of the cooperative platform of government, industry, universities and business.The author analyzed the collaborative innovation theory and f "dual-quality teachers" teaching team both here and abroad by using the ways of literature research and comparative analysis.Starting with the connotation of collaborative innovation theory and f "dual-quality teachers" teaching team, the author analyzed the necessaries of introducing the theory of collaborative innovation platform in the construction of double-quality teaching team in vocational colleges:one is conforming to the requirements of the development of vocational education; the second is the inevitable choice of the survival and development for vocational colleges; the third is an effective way to achieve complementarities of advantages among the government, industry, colleges and business.Next, the author analyzed current situation of Dongguan Polytechnic from the number, gender, age, education, title and working experience in industry of teachers. According to the actual situation in Dongguan Polytechnic, there are mainly the following questions:the first one is insufficiency of dual-quality teachers; the second one is irrational structure of full-time and part-time teachers; the third one is lacking effective operating mechanism in double-quality teaching team; the fourth one is lacking powerful protective mechanism in construction of double-quality teaching team.Meanwhile, the author analyzed the obstacles in the construction of double-quality teaching team in vocational colleges under the theory of collaborative innovation:one is they haven’t formed common constructive goals and vision; the second is lacking effective operating mechanism in building double-quality teaching team; the third is lacking powerful protective mechanism in construction of double-quality teaching team among the government, industry, colleges and business.On this basis, this paper presents the thinking of double qualified structure teaching team construction in Higher Vocational Colleges under the concept of the collaborative innovation among Government,School,Jndustry and Enterprise; establishes the model of double qualified structure teaching team construction which includes government guidance, school principal part, enterprises participation, and industry instruction; establishes the operating mechanism of double qualified teachers structure teaching team construction that includes the construction of a common goal and vision, and improving interagency management of the new mechanism, the win-win benefits driven collaborative new mechanism, mutual co-training recruits new talent training mechanism and raising new condominium appraisal mechanism.
