The report of the 19 th National Party Congress pointed out that talents are an important strategic resource for the realization of national rejuvenation and international competition.The national “Thirteenth Five-Year Plan” also puts forward the implementation of innovation-driven development strategy,emphasizing that technological innovation is the core,and talent development is the support,vigorously promote scientific and technological innovation,and vigorously promote the development of high-tech industries.Ordos High-tech Industrial Park was approved in February 2017 for a national high-tech industrial development zone.The development of high-tech zones is positioned as the city's high-end talent innovation and entrepreneurship agglomeration zone,characteristic talent management reform pilot zone,strategic emerging industry development pilot zone,resource-rich zone industrial transformation demonstration zone.The High-tech Zone has become a high-tech innovation industry highland in Ordos City with its innovation ability,comprehensive strength,radiating power,and strong government support.However,due to the problems in the implementation of the talent strategy in the high-tech zone in Erdos City,the issue of talent introduction and development has become a bottleneck restricting the development of high-tech industries in the high-tech zone.This thesis is based on the human capital theory,the theory of talent flow,and the theory of talent accumulation,and draws on relevant domestic and foreign research results and the implementation of human resources strategies in foreign and domestic rapidly developing regions.It addresses difficulties in talent introduction and problems in the high-tech zone.Analyze and think that in the implementation of the talent strategy,there are some environmental factors that restrict the introduction of talents and the development of talents,as well as the problems that the talent policy and talent service are not perfect,the talents are not sufficiently aware of the strategic strategy and the supporting measures are not sound enough.Therefore,we believe that the high-tech zones in Ordos City should optimize the talent strategy in three aspects: strengthening the coordination of the government's leading role with market players in the implementation of the talent strategy,optimizing the talent developmentenvironment,establishing a scientific talent introduction model,and implementing the talent introduction strategy.
