The primary problem facing the development of higher vocational education ishow to improve the quality of education in an all-round way.And improve the qualityof higher vocational education must have the guarantee of high-qualityteachers.Currently, the degree of teachers’specialization is low, professional status isnot high, and professional quality needs to be improved. Therefore, in order topromote the professional development of teachers in vocational colleges, to improvethe content development of vocational education, it is necessary to establish perfectprofessional standards for teachers of higher vocational colleges.The paper, taking the literature research, questionnaire survey, comparison,explores the subject of the teacher universal standards. The thesis is divided into fiveparts.The first part is Introduction, mainly on the aims and significance of the study aswell as the research thought, methods, which include the literature summarizing aboutthe research status in our country and abroad. At the end of Introduction, it introducessignificance and difficulty of the study.The second part interprets the theory of universal professional standards forteachers in higher vocational colleges. And it defines relevant research concepts,thenindicating the necessity of formulating the universal professional standards forteachers in higher vocational colleges, as well as the feasibility of building theuniversal professional standards for teachers in higher vocational colleges.The third part is about teacher professional standards of international vocationaleducation: a case study of the United States and Australia. It introduces AmericaCareer and Technical Education Standards, the background and contents of corecompetence modules of Australian vocational education teachers and then analyzestheir characteristics and reference for the study.The fourth part is mainly on the survey and analyzing the content of professionalstandards for teachers’ framework in higher vocational colleges. Some teachers in six higher vocational schools in Henan province is the object of this survey. It indicatesthe purpose, objects and content of the survey and then analyzes framework ofuniversal standards from three aspects of moral accomplishment, knowledge qualityand competence quality.The fifth part tries to establish the universal professional standards for teachersin higher vocational colleges. It analyzes the necessity, basis, concepts and principlesof building the standard. Then it builds the basic framework of the standard, andfinally supporting and safeguards which matching with the standards should beestablished clearly.
