As the social reform goes deeply, knowledge and economy develop rapidly, demand for talents of the society has changed from talents with knowledge to talents with capability and novelty. Therefore, better elementary education has been demanded. To meet the needs of the society, elementary education has to be reformed, while education model has played an essential role in education. The traditional method of passive education has become more and more discordant with the development of society. It is every educators’responsibility to ponder how to reform traditional education model and improve education quality so that to cultivate talents with innovative thinking that society requires.In China, ever since the beginning of key program of the "Ninth Five Year" planning in the1990s------Open questions, the new model of English education, teachers all over China has begun to explore new teaching models. The Questions-Explorations-Questions in class model is one of those new models. After2005, as the new class reform went deeper, Head of teaching research office Yang Wenpu in Henan promoted a new model of Queries and Inquiries in three Steps. Queries and Inquiries in three Steps actually meaning the main steps in class teaching. By combining questions and explorations, students are encouraged to ask questions initiatively, think independently and explore answers jointly. Meanwhile, good quality and habit of questioning, expressing, listening, criticizing and self-examination has been established. After7years of practicing, education in Xixia county has changed tremendously from the last in the city to the first ranking. The fast improving results and high efficiency has aroused great attention.Based on the constructionist learning theory and humanistic theory as the theoretical basis for the thesis, the paper is divided into six chapters focusing on the design and application of Queries and Inquiries in three Steps teaching model. The first chapter is about introduction. It includes the background; the research status at home and broad and the significance of the study. The second chapter is a profile overview of Queries and Inquiries in three Steps teaching model. It introduces the main concept of the new model, features of "student-centered","problem-centered" and "activity-centered". Implement conditions and theoretical basis are also introduced in this chapter. The third chapter is the design and application of Queries and Inquiries in three Steps teaching model. In this chapter, the writer presented the basic process of Queries and Inquiries in three Steps teaching model:"Setting queries and independent inquiry","solving queries and cooperative inquiry","exploring and querying in the last step", and "applying and developing the new knowledge". Then the writer elucidates in detail, when we implement the teaching model, the principles that should be followed:"the principle of innovation","the principle of inquiry","the principle of progressive","the principle of integrity","the principle of democratic harmony", and "the principle of democratic harmony". At last, author expounds the application of Queries and Inquiries in three Steps teaching model in dialogue course and reading course. The fourth chapter is the experimental operation. The author makes an experimental research for Queries and Inquiries in three Steps teaching model design and application according to the methods of exam test and questionnaire survey. The fifth chapter makes a detail introduction of data collection and analysis. From analysis of questionnaire survey and exam test, the role and effect of Queries and Inquiries in three Steps teaching model has been concluded. It is very useful in stimulating students’ interests in studying English and meanwhile mobilizing initiative and improving innovative ability. The sixth part is conclusion. In this part, the writer summary the advantage of Queries and Inquiries in three Steps teaching model, at the same time, the writer points out the limitations of this study, it remains to be fined and improved.
