In 2012 the State Council issued the "on further promoting the balanced development of compulsory education opinion", will improve the consolidation of nine year compulsory education level, and further promote the balanced development of compulsory education put forward specific guidance, eighteen big reports of the party put forward clearly also "vigorously promote education fair, reasonable allocation of educational resources" and "the balanced development of nine years of compulsory education", the balanced development of compulsory education more important.In recent years, the powerful guidance of Autonomous Region Party committee, government, the joint efforts of the Bayingol education department and education workers, compulsory education of Bayingol has made considerable progress, the enrollment rate of primary school age children has reached 99.95%, junior school-age enrollment rate reached 99.26%, "the two medium" achievement steadily. The Bayingol Department of education by improving the conditions of running schools, strengthen the training of teachers, to deepen the teaching curriculum reform, promote the informatization of education measures, promote orderly and rapid development of Bayingol compulsory education.However, due to the uneven funding of urban and rural education investment, urban and rural teachers ratio is not equal to many factors, Bayingol urban and rural compulsory education unbalanced development exposed more and more problems, to a certain extent, also affected the healthy development of Bayingol compulsory education.This paper is based on the background of this topic in Bayingol urban and rural compulsory education are put forward, the paper analyzes the present situation of Bayingol urban and rural compulsory education and the existing problems, put forward the rational allocation of educational resources to promote the balanced development of urban and rural compulsory education’s opinions and suggestions.
