Three-level curriculum management marked our country has taken a substantial step in the decentralization of management power in basic education curriculum, we transferred it from highly centralized management mode to curriculum management model which shared the power and responsibility.School and teacher has been given bigger power and responsibility,meanwhile,their status has been promoted.From the principals,teachers and students’ perspective,this article comprehends the circumstance of school-based curriculum development in Z school.Through the investigation on principals,teachers and student to discover the problem in the following aspects:school-based curriculum development system and the evaluation system, teachers’ capability of school-based curriculum development, student participation.Further to dig the reason and propose some effective solution.This research mainly takes the qualitative study to penetrate into the circumstances in Z school.Assist to the quantitative study to the students’ participation condition in the process of school-based curriculum development.This paper selects four teacher as interview objects and inquire in detail.Both this four teacher have participated in school-based curriculum development at least once.One of them hold the post of teaching headmaster.This study uses interview and questionnaire to collect data.Through the interview,this article present the specific condition of the whole process in school-based curriculum development,to find the following insufficient aspect:1.the high school entrance examination restricts the principal and teachers’ concept.2.the support policies, award system and evaluation hierarchy is imperfect.3.principal lacks the leader awareness in the school-based curriculum development area,school lacks school atmosphere of school-based curriculum development and curriculum resource sharing mechanism.4.teachers’ capability of school-based curriculum development is low,their constrict curriculum resource outlook is deserve to concentrate.5.the students’ participation and cooperation is absent in the development of school-based curriculum.aimed at this flaws,author provides four corresponding suggestions including the school, principals,teachers and students aspects, and expect to promote the development of school- based curriculum in Z school.
