Basic education, whose basic function is serving the society, improving livelihood and cultivating talents, is the basis of improving the national quality, the comprehensive national strength and realizing the rejuvenation of China, the important part of national effort and livelihood project. Since reform and opening up, China takes promotion of education as the priority objective. As the rapid development of politics, economy and culture, basic education has makes great achievements. But just like the development of economy and society, basic education is absolutely under the unbalanced development. There are great differences among different regions, cities and countryside, different schools and different students. Different elements cause the unbalanced development. And one important reason is the lack of government responsibility.In this paper, the author mainly studies the unbalanced phenomenon of the basic education, analyses the immanent causes of the phenomenon, uses the public choice theory and general equilibrium theory to analyze the deep relationship, explains the roles the government plays in promoting the balanced development of basic education and provides some practical measures and solutions.This paper contains five sections:In the first section, the author analyzes the background and the significance of the government responsibilities during the process of balanced education of the basic education; In the second section, the author defines the related concepts; In the third section, the author main introduces the public choice theory and the general equilibrium theory, presents the historical inevitability of the balanced development of the basic education; In the fourth section, the author uses the real evidences and data to explain the physical truth and real reasons of the unbalanced development of basic education; In the fifth section, the author provides some feasible countermeasures to solve the problem of the absence of government responsibility.
