The 18 th Chinese communist party pointed out that achieving the great rejuvenation of the Chinese nation, we must promote the prosperity of socialist culture and enhance national cultural soft power, The Third Plenary Session of the eighteen decided to promote innovation of culture system as a national strategy, and enrolled one of the several important problems of deepening the reform comprehensively, fully demonstrated the central to enhance the cultural determination and confidence to improve the cultural soft power. Therefore, the Newly-built Local Colleges and universities must spare no effort to strengthen culture construction.Under the guidance of Marx theory, on the basis of surveys and studies, taking new era construction of university culture as background, taking the socialist core value system as the lead, narrated the origin theory, importance, characteristics and functions,discussed the achievements,problems and their causes. Learning from the successful experience of the cultural construction of domestic and foreign universities, put forward a series of specific advice on the cultural construction that providing theoretical and practical reference for long-term development of universities.Local Newly cultural building is a gradual process,it need generations of people after another to heritage and innovation, research should straighten out the ideas and accurate positioning, analysis of the new situation and context of the current development of higher education, placed cultural construction in an important position of the school connotative development, in order to guide new colleges standing in the forest of Chinese universities by unique and outstanding culture.
