With the development of the market in the world, many countries began to try to introduce market-based factors into the field of basic education to improve efficiency and quality of basic education. Britain proposed the building of a new type of school in 2000- the academy, government funding directly and the sponsor appointing the management team.Academy has been given a high degree of autonomy in order to improve the level of education. The academy is a consequence of a variety of factors: a single model of the school and the lack of autonomy lead to decrease in quality of education; funding schools directly and city technology colleges provide a historical reference as well as international experience and so on. The development of the academy is also showing a certain stage.With the change in government came to power, the academy also changed the policy.The development of the academy has also experienced the birth and rapid development stage, the academy policy adjustment stage and legislative rapid growth stage. Through the development of these stages,the Academy eventually form some type specification in the sponsors, management,professional courses,enrollment and other aspects. Academy achieved in improving the quality of education, expending diversity of education and other aspects, but there were also a variety of problems: the negative impact of the sponsor business schools was controversial;the early academy was inefficient; academy threat educational equity. In China there was also a kind of school, system-transferred public schools, similar to the academy.By comparing the similarities and differences between the two, we draw some inspiration to promote the development of education, namely the development and implementation of education policy should have the overall and long-term concept; implement education policies need to develop specific implementation details; we should clear divide the functions of government and school, and actively introduce the third party power.
