Education Department of Zhejiang Province issued the "Several Provisions Of Primary and Middle School Teachers’ Professional Training (Trial)"in December 2010, since July 2011, the first round of the 360 class hours training began, the training period is 5 years. Relying on Zhejiang teacher training management platform, training is divided into three parts:independent courses training, mandatory training and school-based training, and the independent courses part accounted for a large proportion in 360 class hours, which means the qualified institutional design training projects and upload them to the platform, the teachers choose training programs after the administrative department of education auditing these projects. In occasion of the first five-year cycle training is coming to an end, in order to further enhance the quality of teacher training, in the upcoming "Thirteen Five" period, the province is to establish the teacher training credit standard system, credit certification system and scientific guide on training mechanisms for different levels of competency. The quality of the training courses will directly affect the training’s effectively implementation, then in "independent elective", "hierarchical classification" system environment, how teachers provide appropriate training courses to meet the needs of teachers become subject that worth exploring. Therefore, this study did these work as follows:First,read literature about teacher training, teacher training courses, layered training to determine the topic of this study; Secondly, analyzed the current training course program has been implemented in Zhejiang Province, cleared up the problems in curriculum design currently andanalyzed the cause; Thirdly, taken teaching ability training of primary school mathematics teachers for example, expand the depth interviews for 12 senior teachers in primary mathematics, take the stage of development of subject teaching ability as inner clues, summarized the characteristics of the development of knowledge and ability, and divided it into three stages:reserve discipline knowledge, consolidate teaching ability; optimize the knowledge structure, optimize teaching ability; experience subject nature, generate teaching art. Designed the training courses by three levels on the six elements:the trainees, training objectives, training content, training methods, training resources, training examination, to further validate the design of teacher training courses based on layered with feasibility; Finally, summarized the design methodology based on cases of possible verification of training curriculum design based on teachers stratification, including curriculum design concept, principles and processes. It can provide the reference to teacher training institutions to design courses from the perspective of teachers’ stratification. Last this study summarized the main work, innovation, and the limitations of this study. Finally, we made a further research prospect.
