"in addition the Ministry of Education" on strengthen Primary and Secondary teacher training opinions"(2011) pointed out that to promote the country through a variety of effective ways, purposeful, planned for all primary and secondary teachers are classified, layered, sub-job training the next five years, the country more than 10 million teachers at least 360 hours of staff training per person."Primary and Secondary School Teachers in Jilin full training implementation plan (2014-2018)" (2014) set the target to participate in the training of teachers,principles,curriculum,training modules and methods, assessment methods and hours finds that organizations have carried out security provisions.Therefore, teachers regularly attend training has become the new norm teachers’professional development.However, in practical survey a lot of problems,such as some teachers ubiquitous contradiction,reluctant to participate in training,and even find people instead of their own training;teacher training is not part of active learning, negative coping, and just poor training effect;most teacher training, mostly without research and demonstration,teaching content formatting object itself unable to meet the training needs of reality and so on. In turn resulting in growth of teacher burnout,professional development,lack of motivation,teachers’professional development is slow or stagnant, and other issues, seriously affected the education for sustainable development.This study selected Yanji Korean elementary and junior high school, elementary and junior high school Han a school teacher for the survey,the use of questionnaires, interviews and literature,cluster sampling carried out in schools, collect information,investigate teacher training teachers job classification,teacher award,teacher salary incentives and summarizes the status on teacher training,attitudes and behaviors,which found that the impact of teacher training attitude that the perpetrator of the reasons put forward suggestions for teacher training incentives.This study literature,investigation and interview of Yanji Korean elementary and junior high school elementary and junior high school Han a teacher training school project itselfjob classification of teachers, teacher incentive awards,and other aspects of teachers’wages policy conducted an investigation and statistics. Overall,the school’s job promotion policies, performance pay policies,incentive policies did not adequately address a series of contradictions produced by the process of teacher training, so that their teacher gives a general evaluation of the results,57% of the teachers are given non-positive assessment; the positive impact of complex factors classroom teaching reform,teacher professional development need to wait by the teacher training attitudes and behavior in a relatively good condition,70%of the teachers are given a positive evaluation; incentives and teacher training attitude behavior and there is a significant correlation between the positive impact of the training program itself incentives for teacher training attitudes and behavior of the maximum;negative incentive-based teacher training incentives,it is difficult to effectively mobilize the enthusiasm of teachers participating in the training.In response to these problems as soon as possible the teacher training time, funding grants, the organization of work during the trainees into teacher training incentives to go;reconstruct school culture training incentives, implementation of a sound teacher job classification system as soon as possible;buikl a healthy school organization culture, emphasis on teacher expertise development characteristics, improve pay for performance assessment criteria; schools should provide adequate material incentives and spiritual incentives to encourage teachers to establish the correct values and self-motivation for teachers.
