Integration flow mechanism of teachers for compulsory education in urban and rural areas refers to an operating method and status which is under the background of integration of urban and rural areas, aiming to realize education integration. The foundation of realizing it is related mechanism of teachers flow and regulation co-exists and plays their role and different elements of teachers flow should interact and connect with each other. The mechanism activity should include the main part, regulation of behavior, benefit, payment and feedback system. This should also have a clear aim, system, regularity and long-term characteristics. Based on its functional and organizational characters, the mechanisms can be divided into integration flow mechanism of teachers for compulsory education in urban and rural areas, integration flow justice and efficiency mechanism of teachers for compulsory education in urban and rural areas, integration flow selecting mechanism of teachers for compulsory education in urban and rural areas and integration flow stimulating mechanism of teachers for compulsory education in urban and rural areas. The aim of integration flow mechanism of teachers for compulsory education in urban and rural areas is balancing the resource distribution for urban and rural areas and forming a scientific, reasonable, effective mechanism. The value orientation of integration flow mechanism of teachers for compulsory education in urban and rural areas is an idealized preset that this mechanism should have its realistic value, people oriented, equal and justice.Integration flow mechanism of teachers for compulsory education in urban and rural areas has its own political, realistic and developing background; it also has its own policy guidance, realistic needs and developing power. The theoretical basis of this mechanism include theory of fairness of education, theory of public products and theory of mechanism construction which can be regarded as value guidance, measure standard and governing principle.This research is based on previous interviews and questionnaires, applying step sampling method and analysis under data collection and reached a current situation of integration flow mechanism of teachers for compulsory education in urban and rural areas, integration flow justice and efficiency mechanism of teachers for compulsory education in urban and rural areas, integration flow selecting mechanism of teachers for compulsory education in urban and rural areas and integration flow stimulating mechanism of teachers for compulsory education in urban and rural areas. With this material, the author applied questions and attributions with scientization, rationalization, democratization, adaptation principle which could seek its countermeasure of constructing this mechanism.
