The employment problem is related to the national economy and the people’s livelihood. It is an important aspect of the social and economic development of a country or region. The employment problem,not only refers to the quantity of employment,but also the quality of employment. In recent years,China’s higher education has been gradually transformed from “elite education” to “mass education”.Every year,the employment of new graduates will become the focus of attention of all sectors of society. At present,the transformation of the economic development mode is at the key stage, and the employment contradiction in the labor market is increasingly prominent,the employment of college graduates has been a difficult problem. The Shanghai municipal government issued a series of relevant policies to alleviate the employment pressure of college graduates,promoting the employment of college graduates. This paper studies the employment situation of the Non-Shanghai native college graduates in Shanghai,not only filled in the academia blank research of the employment quality study of the Non-Shanghai native college graduates in Shanghai,but also for the Shanghai municipal government departments issued relevant employment policies meaningful.This paper first introduces the background,significance,research innovation,as well as the lack of research,and establishes the employment quality index system through the domestic and international research status of the quality of employment and the definition of related concepts.Then according to the employment quality index system,design the questionnaire,release and recovery questionnaires,and sift recycling questionnaires using SPSS19.0. Analysis the employment present situation of the Non-Shanghai native college graduates in Shanghai from five aspects and influencing factors,put forward the employment problems and the causes,and finally make relevant suggestions.This paper measures the employment quality from thirteen indicators and the five dimensions,which are the working conditions, social security, labor relations, psychological security and occupation development, and designs questionnaire according to the employment quality index system.According to the analysis of the survey data,we understand the employment present situation of the Non-Shanghai native college graduates in Shanghai from five aspects. According to their employment present situation,we draw that their employment quality is not high, mainly in working conditions: low wages and benefits, the actual work longer;social security: housing provident fund is not universal;labor relations:job stability is not high, the union’s credibility should be improved;psychological security: work relationships need to be further improved, matching degree of personal interest and work needs to be improved;occupation development: job training needs to be strengthened, career development system required to be perfect.Finally we put forward relevant policy recommendations, including: the government needs to maintain the healthy and stable development of social economy, and increase employment opportunities and stimulate the increase of labor income;perfect the function of public service, establish a full range of employment information service system; deepen the reform of the system,and remove employment barriers.Theuniversities need to adapt to the changing needs of the labor market, adjust the structure of professional settings;strengthen students’ professional knowledge, pay attention to practical ability;perfect the training content of employment guidance for the graduates;construct the mechanism of graduates tracking surveys and employment information feedback.The employers need to establish a rational employment view, look at corporate social responsibility;standardize enterprise employment, safeguard the legitimate rights and interests of graduates;cultivate students’ practical ability and professional quality cooperating with the university.College students need to set up a reasonable employment outlook;emphasize the development of personality ability and improve the quality of practice;strengthen their own integrity of the employment act.
