As one of the key difficulties and social problems China, employment of college graduates has always been highly valued by the party and government at all levels As China’s coastal economically developed coastal city of Dongguan, Southern China City, after 30 years of rapid development, and gradually entered the stage of economic transformation. In transition economy, at the same time, does not match the phenomenon occurs to Dongguan City college graduates employment market demand and supply, there has been a series of structural contradiction of employment, causing the municipal Party committee and municipal government highly concerned, issued a series to promote employment policies and measures to ease the employment pressure.In this paper, in order to promote the employment of college graduates in Dongguan City policy as the research object, on the city college graduates employment situation and nearly 5 years, the college graduates employment promotion policy to sort out, to the western theories of employment, public policy analysis theory as the basis, using literature analysis method, questionnaire survey method, system analysis method and comparative analysis method, summarizes the Dongguan City college graduates employment promoting policy existence problems, and puts forward suggestions to perfect the policy system.In this paper, the Dongguan City College Graduates Employment Promotion Policy for widening the channel of employment policy, guide the graduates to the grassroots policy, improve ability of college graduates employment and entrepreneurship policy, strengthen college graduates employment service policy and promote fair employment of college graduates and the policy. Through the analysis of the present situation of employment policy of college graduates in Dongguan City, and puts forward some problems existing in the current policy: one is special economic structure suppresses the utility of the employment policy for college graduates; the second is to develop differentiated employment policy for students outside the city; the third is the presence of offside and absence of the government in the course of employment management; four is the existing college graduates employment policy implementation is not in place, and supporting measures are not perfect. In view of the above questions, this paper in reference to the advanced experience of the western developed countries based on the proposed corresponding countermeasures: one is to put the economy, trade and industry overall consideration of the employment of college graduates into the; the second is to implement students outside the city, there was no significant difference of college graduates employment promotion policies; three to clarify the functions, eliminate government in promoting employment policies in the offside and absence of the phenomenon; the fourth is to strengthen supervision of the college graduates employment promotion policy, improve the relevant supporting policies.
