Research On The Transition Development Of Local New-built Undergraduate Universities To Application Universities

With continuous optimization and adjustment of the industrial structure and economic structure, our country is in a key stage transforming the economic growth mode from extensive to intensive with the economic development in the new normal.However, the imbalance between the type of talent supply and social demand for jobs becomes increasingly prominent, and the homogenization development of local new-built undergraduate colleges and universities seriously lead to the employment problems of graduates, restricting the universities to serve the local economic and social development. All of these drived new-built universities have to seek a new development road. The Ministry of Education Yuan Guiren said: "if the reform and expansion of higher education management system has changed the education a lot, then the transformation development of local colleges and universities will cause a great new sensation in education field with a more profound meaning as well as a more difficult task." The transformation and development of local new-built undergraduate colleges and universities is the need of local economic development. Besides, it is also the objective demand to adjust the internal organizational system of higher education as well as the interest demand of the development of new undergraduate colleges and universities. The main purpose of transformation is firstly to enhance the quality of local undergraduate colleges and universities talent training and abilities of teachers engaging in applied research, then to get the relationship among the government, universities and society, industry and enterprise, and to promote the development of the whole higher education system, and finally to boost the implementation of major strategic such as development driven by innovation in China, "made in China 2025", the Internet plus action plan, innovation and public entrepreneurship peoples, "The Belt and Road" Initiative.In this paper, from the view of the connotation, causes and characteristics of transformation development, current status of domestic local new-built universities transformation, experience of extraterritorial application of technical colleges and universities and implementation strategy, the transformation and development of local new-built universities were studied. First of all, in order to make an accurate grasp of the transformation and development, we begin with the connotation, motivation and characteristics of the transformation and development of the local new-built undergraduate colleges and universities to clarify the concept and identify the reasons.Secondly, on the basis of preliminary investigation of the current status for local new-built undergraduate colleges and universities transforming to applied colleges and universities. We summarize the basic transformation experience of domestic new-built applied undergraduate colleges and universities, and analyze the the main problems existing in the transformation and development at the same time. Again, combined with the development experience of Applied Science Universities of German, Finnish polytechnics and Taiwan Institute of Technology(Universities of science and Technology), we attain enlightenment for local new-built undergraduate colleges and universities application transformation in our country from it. At last, with regard to four aspects including the empowerment and decentralization of government, active participation in society, initiative integration of industries and enterprises, perfection system for colleges and universities, we propose implementation strategies for the development of new-built undergraduate colleges and universities application transformation, providing decision-making reference to promote the restructuring and development of colleges and universities smoothly.
