In the development process of Principal-agent theory, it found that the behavior of agent is different under different task circumstance. Public sector agents behavior is influenced by multiple factors under different task contexts. According to the principal-agent theory determining the theoretical framework of the research: under the single-tasking scenarios, incentive intensity of the principal and the agent itself as the key explanatory variables; under the multitasking situations, added the principal characteristics and the policy restraint as the key explanatory variables to model and hypothesis development. And using the province enrollment plan of the 534 local public universities as an example to test the hypothesis.The study found that under the single-tasking situation, the public financial education funds of local government, resource dependence to the local government, the reputation of universities and universities’ scale affect the ratio of provincial enrollment plan significantly. Under the multitasking situations, the three of four above affect the ratio of provincial enrollment plan still significantly. Properties of universities and policy restraint also influence the ratio. The results showed that the incentive intensity of the principal, the agent itself, the principal characteristics and the policy restraint affect the behavior of the public sector agents significantly. The high ratio of provincial enrollment plan has affected the allocation of resources about the higher education across the country, and also reduce the chance of higher education enrollment, it not conducive to the sustainable development of higher education in China. Local government adjusted excitation intensity timely, develop supporting policy incentives, help to reduce the overdrive or insufficient incentives phenomenon. Central government and local government could build positive interaction relations to stimulate the local public universities. Local government and local public universities could formulate the provincial enrollment plan which respond the market requirement more. The more important thing is that the local public universities must improve their overall strength. Formulating the provincial enrollment plan reasonable, it can reduce the regional disparities and promote the allocation of the higher education resources efficacious between the groups, urban and rural areas, also between the regions.
