Research On Potentiality And Modes Of Rural Residential Land In Hainan Province

In the21st Century, Chinese economy grows quickly and steadily, the social of market and economic system has been going to be mature, the way of economic growth has been changed gradually from the extensive to the intensive, but it is also an important period of development on urbanization and industrialization. The use of the land is very short currently in our country, because of the sharp increase in the demand for construction land, we must make the change of land-use patterns and ways to optimize land-use structure. Hainan is the largest special economic zone surrounded by the sea, economic and social development was developing fastly since the reform and opening up, and has made remarkable achievements. But, because of the late development, social and economic development of Hainan Province is still staying the low level, especially in the rural development. The consolidated potentiality of rural residential in Hainan is huge, through the consolidation, not only to reduce the arable land occupied by the new construction land and improve the efficiency of land use, but also to promote the development of rural modernization, improving quality of life, to promote political, economic, cultural and ecological civilization construction in the rural areas. Investigating the potentiality and the modes of rural residential consolidation in Hainan, is the process of constructing the resource-saving society and a new socialist countryside construction, also has the important practical and theoretical to the Coordinated economic development of urban and rural regions.This study is based on per capita the standard method of construction land and it is the main content of rural residential consolidation potentiality and modes, through analyzing the natural, social, economic conditions, land-use situation and the status of rural residential land in Hainan Province. It is on the basis of overall planning of urban and rural villages in Hainan Province and the country’s per capita land-use, calculating the theoretical potentiality of rural regions, building the correction indicator system of Hainan theoretical potentiality, putting forward ideas and methods of calculating the real potentiality. Through summarizing the current stage of China’s rural residential land consolidation modes, combining ArcGIS Spatial tools and Cluster in SPSS, and the analysis the difference of each city or county land resource, this study divides rural residential land consolidation modes scientifically. The results showed that:(1) The theoretical potentiality of rural residential land consolidation has46,723.51hectares between2010and2020, but the real potentiality only has21,313.13hectares. The difference is huge and shows the real potentiality accounting for45.6%of the theoretical potentiality, about25,400hectares has not been released, the result shows that the rural residential land consolidation still has great potential in recent ten years with the accelerated process of urbanization Hainan. The differences between cities and countries are obvious from the province’s real consolidation potentiality, Wenchang City is the greatest potential for rural residential land consolidation as9602.26hectares, accounting for45.1%of Hainan, followed by Haikou City, Wanning City, Ding’an, Qinghai city Sanya City and so on.(2) Hainan province can be divided into primary, second, third and fourth potential district. The primary consolidation potential area has16,631.56hectares, accounting for78%of the province’s potentiality, so it should be considered for the priority of rural residential land consolidation area in Hainan and the demonstration other areas. The second and third consolidation potential area is relatively small as4681.56hectares, accounting for22%of Hainan, this areas need to be sorted out appropriately from the perspective of urban and rural development and additional land tasks.(3) By analyzing modes of rural residential land consolidation in our country and combining ArcGIS Spatial tools and Cluster in SPSS, the study analyzes the proportion of different land within the cities and countries in the2000m range, and considering the differences in economic, social conditions or land use status etc, Hainan Province rural residential land consolidation modes is divided into four categories from the suitability of land consolidation:the urbanization mode, center village construction mode, site relocation mode and inter-reform mode.
