Holistic governance, which originated from the1980s, set out to solve the problems of fragmentation and decentralization in public governance, advocating the use of information technology and the adoption of philosophy of responsibility. Particularly in government governance, it advocates the restructure of government organizations and the centralization of department through the competition among service suppliers and the improvement in public serviceAs an agricultural country, China faces the biggest challenge of rural poverty. The importance of poverty alleviation is evident from the first-policy documents released by successive governments. Recent years has witnessed sea changes in the rural areas due to the recent development. The nature and from of rural poverty have changed thus. The factors that contribute to rural poverty have become more complex. The system and policy on poverty alleviation is now facing great challenge, as the traditional way, government-led mode, can no longer meet the needs of alleviating poverty. Thus, to find a new mode to integrate the resources of the government, society, enterprises and the poor population so as to improve the efficiency and maintain the performance in poverty alleviation has become the breakthrough point.Poverty is still one of the problems governments of all levels are facing in reality. The traditional government-led mode has resulted in fragmentation and inefficient allocation even waste of limited resources in poverty alleviation. Thus, it is urgent to explore and find new poverty alleviation mode. With S county as the case, the research, from the angle of holistic governance, studies the process of its shift from fragmental to holistic governance, its causes, the role of government, the cooperation system and so on.The research finds that the fragmental poverty alleviation mode, featuring decentralized management departments and multiple management, has led to such problems as inefficiency in resource use, great attachment to vanity project, worries on returning to poverty, separation on rural poverty alleviation and urbanization, and the increasing corruption. Advantages in resources, healthy platform and trend in development, and opportunities for development prompted the shift from fragmental to holistic governance. In holistic governance, the local government planned county-level poverty alleviation policies, enhanced the cooperation between different departments, and prompted the downhill migration project; it developed processing industry by integrating poverty alleviation with the construction of small towns, speeded up the infrastructure construction in the rural area by integrating poverty alleviation with industrial development, increased financial poverty-assistance, pushed innovation information poverty alleviation, and integrated the resources of government, society and enterprises.
