Research On Employee Safety Training Of Changqing Oilfield

In recent years, great progress has been made in the national production safety of legal construction, system mechanism innovation, policy regulations improve and so on. In particular, further strengthen enterprise production safety infrastructure has been proposed in the Eighteenth National Congress of the CPC. The safety technology training is more and more supported by the government as an important part of enterprise staff training. Safety technical training is an important basic work of enterprises production safety, is the embodiment of carry out "Safety first, precaution crucial" policy, is an important measure to establish a long-term mechanism of production safety.It plays a vital role for performance,survival and development of enterprises.Through the safety training, staff can obtain policies, laws, regulations and safety skills related to production safety of the national and enterprises, enhance safety awareness and the emergency handling ability of the accidents.It’s good for improve management level of enterprise safety work and the staff quality, eliminate or reduce production safety accidents, gradually realize the essence safety of enterprises.Although the current production safety work of the whole country has obtained certain result, the situation is still austerity. Especially in serious accidents have not been effectively curbed. According to the State Administration of Work Safety(hereinafter referred to as "SAWS") statistical data shows in 2013, national production safety situation is stable amendment, all kinds of accidents and deaths decreased by 8.2% and 3.5% respectively. The whole country has happened the typical safety illegal behavior 1125000, corrected the illegal behavior 2228000, and investigated serious accidents case 44, disciplined 649 people, transferred to judicial organs 299 people.In January 17, 2014, the SAWS reported 32 provincial statistical units accident in 2013 on the national production safety work conference. Total accidents have declined in 25 provinces. The major and extraordinarily big accidents have declined in 14 provinces. There are 9 provincial-level units have not in major accidents,such as Tianjin, Inner Mongolia, Liaoning, Zhejiang, Hainan, Tibet, Qinghai Provinces, Ningxia Hui Autonomous Region and Xinjiang Corps. There are 15 provinces have one or two major accidents,such as Beijing, Hebei, Shanxi, Jiangxi, Shanghai, Jiangsu, Fujian, Henan, Hunan, Chongqing, Guangdong, Guangxi, Shaanxi, Gansu Provinces and Xinjiang Uygur Autonomous Region. There have been 3 and above major accidents in Jilin, Heilongjiang and Anhui, Shandong, Hubei, Sichuan, Huizhou and Yunnan Provinces, including Jilin and Shandong Provinces each have 2 major accidents. Statistics indicate some areas and units did not firmly establish scientific development and security development concept, did not implement the safety production responsibility, is weak in production safety foundation and there is a gap between the safety supervision and management.This paper is described by a safety training managers of the Changqing Oilfield Company by means of a large number of cases and data from the safety training practice. The Changqing Oilfield safety training is face a problem of vast area, highly dispersed, a huge number of training and production safety situation from productivity construction growth. How to innovate safety training mode,kept increasing itself management system and quality system construction,give full play on the National Two Level Safety Training Institution advantage resource in practice,.In ensuring the safety training quality and task is completed,meanwhile continuously improve the safety training management level,strengthen oilfield staff safety responsibility consciousness and operation skills, reduce the probability of production accident,ensure the employees life safe and boosting oilfield production safety work steady progress.
