In the year of2014, the world’s economic climate is still unstable. The economicbackground has also had a large influence on Vietnamese enterprises, and especiallythose of small and medium size. In Vietnam, small and medium enterprises have ahuge effect on the development of the economy, increase the efficiency in naturalresource utilization, and increase both levels of employment and income.Chapter second of this paper has selected foundational theories associated withthe human resource management and development within small and mediumVietnamese enterprises, and chiefly looks at specific characteristics, concepts, humanresource management and development content, and influential factors of humanresource management and development in small and medium sized enterprises. Thisis with the specific purpose of discussing and examining concepts in both the realmsof small and medium sized enterprises and the development and management ofhuman resources, and also examine special characteristics in this space. This contentwill also include strategic planning of human resources, human resource managementfoundational practice, core practices, and other operations. At the same time, thispaper will also discuss both domestic and foreign influential factors of humanresource management and development in small to medium sized enterprises.The third chapter introduces the current state of affairs of Vietnamese humanresource management and development. Firstly, it will present a detailed analysis ofthe current status of human resource management and development in small tomedium sized Vietnamese enterprises, and seek out problems and influential factorsin this space. Secondly, it will analyze distinguishing features and trends. Finally, onthe basis of this analysis, will discover the cause of these key issues.The fourth chapter will primarily examines the experience and practices ofhuman resource management and development in other countries and regions. This paper follows the assumption that practices in this field by small to medium sizedVietnamese enterprises still contain many inadequacies, and therefore there is a needto use developed countries and regions as a point of study and improvement. Thispaper will begin by examining the human resource development and managementpractices in small to medium sized companies in Europe, followed by Singapore,Korea, and finally China.Chapter five, being the final chapter in this paper, will discuss ways for Vietnamto improve upon practices in human resource development and management. Thisincludes reinforcing human resource planning, efficiently formulate incentivemechanisms for human talent, increasing influx of corporate funding to humanresource development and management, establishing internal employee developmentdepartments, strengthen company personnel skills and talent training, and fullyexamine the use of government, societal, and organizational supervision.
