Rural mobile payment project is is a new type service developed by JilinProvince Rural Credit Bank、China Unicom Jilin Branch and China Unionpay JilinBranch, aiming at improving the payment environment, broadening the paymentchannels and bringing innovation to financial service platforms in rural areas. Afterthis project comes out, rural clients can enjoy financial services, recharging, buyingtickets and business trip services through their smart phones at home. This is anothermeasure that is beneficial to rural residents taken by Rural Credit Cooperative of Jilinafter the settlement of CBRC “Three Projects” and the “Four Ones” Projectsconstruction. And this has great meanings for working on the weak rural financialapproaches and stimulating rural financial development potentials.The project lagged behind during the early period because of insufficientmanagement. This essay introduces the current situation of the project and analysesthe reasons of lagging behind. Using the relative theories of project management, theessay makes scientific progress plans for the project, disintegrates the structure of theproject effectively, adjusts and optimizes the progress with additional safeguardmeasure in order to accomplish the project of high quality in time.When making and carrying out the progress plans for the project, the essay goesin subject to the five processes of time management: definition, order, estimation forresources and time of duration, making progress plans, controlling the progress, thusinsuring and developing the project management. When controlling and optimizingthe process, CPM are mainly used. Critical path and activity can be found by CPM.And by optimizing resource allocation and improving working process, the durationof critical activities can be optimized, thus shortening the time used on critical pathand ensuring that the project can be accomplished on time. Meanwhile, enhance the formulation and execution of safeguard measures, including safeguard measures likeContract Management, Ragular meeting system and changing the procedures forexamination and approval, controlling measures for resource factors like humanresources, cost and capital, quality measures like techniques and establishment ofincentive mechanism.Since Rural Credit Cooperative of Jilin belong to both provincial and countylevel, it is a special type of management model related to the cooperation amongRural Credit Cooperative, China Unicom and China Unionpay. Not only integrationsare needed, but it is also necessary to ensure that the project can come out on timeunder the given conditions. Therefore, the project is special and typical. The essay ismeant to highlight the plans and controlling measures of the project, providing arather complete project management outline for Rural Credit Cooperative of Jilinwhen developing rural mobile payment program, finding and summarizing commonproblems and providing experiences and ideas for other projects’ construction.
