Recruitment and selection is the core and most important part of human resource management system, and now from the theoretical development and practice of domestic human resources recruitment, the recruitment model based on traditional job qualifications and focus on examining the candidate’s own explicit conditions has increasingly revealing shortcomings, unable to apply to the rapid development of modern enterprises and organizations, thus to optimize the recruitment selection system is extremely urgent.X Institute is a typical knowledge-intensive enterprise, and in recent years, enterprise development and business conditions have showed good momentum, but with the deepening of the reform in state-owned enterprises, enterprise management philosophy and management and control model will be faced with a profound change, and how to establish a market-oriented personnel selection mode for recruitment and selection system of the traditional model to accelerate the development of enterprises has become a major problem that we face. Based on the selection recruitment and competency model theory, by means of theoretical research, practice research and model building, this article conducts search and analysis of problems existing in the current recruitment selection system of X Institute, and diagnosis shows that there are recruitment systems unable to meet the requirements of business development and operations. At the same time, with aspects such as human resource planning, staff demand forecasting, job analysis and selection methods as entry points, this article proposes recruitment system optimization scheme based on competency model.Research conclusions of this study have positive practical significance to optimization and development of future recruitment selection system in X Institute, making useful exploration for the localization practices of Western human resource management concept in China, while they also have reference value for similar domestic enterprises.
