With the advent of the knowledge economy, the strategic position of knowledge has been improved. Knowledge utilization is becoming more and more extensive, and business decisions are particularly dependent on knowledge support, the economic operation and the use of information networks to deepen the level of economic growth is extremely importance to sustainability. At the age of knowledge economy, the national key support industries, and completed by the long agricultural and industrial to the information and knowledge to changes to the center of the knowledge-based industries, and promote the knowledge is central to the organization and knowledge management. Which has become the key research field of experts and scholars, enterprises have also started to pay attention to the theory of knowledge management and its application in its growth process.The telecommunications industry in the knowledge management has other industries do not have the inherent advantages. Mainly in the field of knowledge acquisition and knowledge storage, because of its business needs, operators have long been included in the information management system with a focus on the customer’s comprehensive data. At the same time, the customer relationship management also requires enterprises in the application of knowledge management, the need to pay more attention to customer based customer experience aspects of the building. Through the analysis and processing of customer information, customer credentials of consumption habits, the main business accurately re positioning, optimize the product design, so as to improve the customer satisfaction and loyalty to the enterprise operation, timely and accurately reflect the market demand trends. How to make an accurate evaluation of the application of knowledge management in telecommuter enterprises is the purpose of this paper.In this paper, the performance evaluation index system is designed from 5 aspects: organizational structure, human resources, technical equipment, knowledge chain and market potential. The organization structure mainly inspects the influence of the organization structure of the telecommunication operation enterprise on the knowledge management application, and the knowledge management work can bring the positive function to the organizational performance in many levels. Human resources mainly investigate the knowledge management ability and willingness of employees, whether it can contribute to the growth of organizational performance. The technical equipment mainly inspects the telecommunication operation enterprise management system construction level, whether can support the organization knowledge management work in an orderly manner, provides the necessary safeguard for the knowledge management. The knowledge chain mainly inspects the storage, renewal and transformation ability of the knowledge of the telecommunication operation enterprise, and provides the basic guarantee for the knowledge management. The market potential is mainly to investigate how the knowledge management service of the telecommunication operation enterprise has brought about many achievements for the organization management.In the part of empirical analysis, this paper evaluates the organizational structure, human resources, technical equipment, knowledge chain and market potential of China Mobile Anhui company by using the evaluation model of this paper. Thus obtained the knowledge management performance of the target enterprise exists in the good and general this group of dynamic system. The evaluation results are in accord with the fact of the target enterprise. The validity of the weight distribution of the index system expressed in this paper is guaranteed by the test of this example.
