Research On The Evaluation Of The Development Level Of New Agricultural Management Entities In Gansu Province

Since the reform and opening,household contract responsibility system determine the subject status of farmers in agricultural production and operation. The establishment of this system have made the historic progress that rapid development of agriculture in China.But with the pace of agricultural modernization in our country, and the constant improvement of market economic system,the traditional mode of agricultural production is experiencing serious test, and the operators represented by traditional farmers are facing a series of problems that the low degree of organization, small management scale, extensive mode of production, loss of agricultural labor force and so on. The new agricultural management entities represented by the agricultural industrialization leading enterprises and farmers cooperatives, family farms, specialized farming large has begun to show a thriving vitality.Developing actively new agricultural management entities is an entitiesive requirement to accelerate the development of modern agriculture.In this paper, on the basis of the research of the scholars at home and abroad related to the new agricultural management entities,According to the theory of scale economy and land market&land circulation theory,modern agriculture development theories,theory of agricultural industrialization,indirect pricing theory as the instruction,Through literature analysis,qualitative and quantitative analysis methods, normative analysis and empirical analysis on the development questions of new agricultural management entities of Gansu province has carried on the preliminary investigation and analysis research. In recent years,the new agricultural management entities of Gansu province obtained fast development, the number of individual operators to increase gradually,and presents the diversified development trend.Using cluster analysis and factor analysis method,analysis and comparison new agricultural management entities development level of the Gansu province in northwest of China and various areas of Gansu province,the results show that:The development level of new type agricultural management entities of Gansu province in the northwest region is moderate; The development level of Hexi area is in a leading position in Gansu province, the conditions of agriculture foundation have great influence on the area development of new agricultural management entities.At present,the development of new agricultural management entities in Gansu province has the implementation of favorable conditions,that the characteristic agriculture,agricultural industrial chain grows, government support and strategy of "the Belt and Road", "reform of agricultural supply side", "accurate poverty alleviation" and so on, but also faced with harsh natural conditions, limited financing channels, land circulation difficulties, low quality of thelabor force, the market competition pressure, social service system is not sound, and so on.Based on the above discussion and analysis, in order to speed up the pace of cultivating and developing new agricultural management entities in the future in Gansu province should further strengthen agricultural infrastructure construction, enhance the capacity of disaster;Guide the orderly land circulation, regulate land circulation system; Increase financial support, to promote diversified financing channel;Increase the intensity of training in rural areas, cultivate agricultural specialized talents; Enhance market competitiveness, enhance the level of agricultural output;Improve the agricultural socialized service system, provide professional standardization service;Adjust measures to local conditions and formulate reasonable development plan and so on.
