At present, the deterioration of river basin environment caused by water pollution has received wide attention. To explore the reasonable ways of governance and the best management effects, and to achieve the most ideal treatment effects, have become important topics in the domestic key basins. The appearance of environmental law theory, engineering theory and ecological governance theory etc. provides the theoretical support for basin water pollution control, however at the same time, it also exposes the defect of only being a temporary solution instead of a permanent one. With the rise of public governance theory, especially the theory of good governance, scholars began to seek fundamental solutions to basin water pollution in terms of public management, including the proposition of basin multi-governance view(represented by HU Ruoyin), which provides a new perspective for the innovation of basin water pollution governance.Based on this, this paper takes the Quanzhou Jinjiang River Basin water pollution control as the research object and reviews and summarizes during the period of “11th Five-Year Plan”, the achievements, the main problems and their reasons of Quanzhou Jinjiang River Basin water pollution governance. In addition, the necessity and feasibility of multi-governance of Jinjiang River Basin water pollution will also be discussed, and then this paper puts forward a principle for water pollution multi-governance, “leading by one and multi-participation” including “guided by the government, focusing on the sewage enterprises as the main body, taking the market as an important supplement and taking the public as a strong reserve force," and practical and detailed approaches, in order to solve the problem of Jinjiang River Basin water pollution from the root.
