In the tide of the revolution in military affairs, in order to improve the training quality of flight personnel, the Aviation University of air force is constructing a new system of China Air Force flight talent Bachelor degree education, who adhered to the goal of building a powerful people’s army as a guide. In the process of "the new construction system", it put forward higher requirements to the students management,that how to unify the thinking of the cadets, to fully mobilize the enthusiasm of their learning of knowledge and information, to accelerate the transformation of the mode of generating combat capabilities, to promote the scientific development of army construction.The flying cadets is a very special group, it is different from other branches of the military in their physical and psychological health, culture, family background, environment etc. In order to stimulate their flying and learning enthusiasm, we should adapt to the flying growth law of talents, improve the construction of individual and the air force flight cadets double incentive measures.In this paper, the research object is the flying cadets who are studying in the Aviation University of air force. The author use the modern incentive theory, summed the incentive status of flying cadets, through interviews, conducted a questionnaire survey and data collection; After that, through the method of theoretical analysis and comprehensive research, summed up the existing problems in the incentive of flying cadets, Include the incentive effect is not ideal, the overall incentive system is not perfect, and the use of incentive measures is not enough flexibility, etc. Then, analyzed the main reasons for the above problems, Including: the incentive idea is misunderstanding, the flight personnel training mode needs to be further optimized, the lack of overall construction of the incentive mechanism, incentive executive body quality is not high, the incentive objects become more and more complicated.Based on this, puts forward some countermeasures and suggestions to improve the incentive measures of the flight cadets. Mainly include: Firmly establish the scientific management idea, Accelerate the construction of the pilot’s training system, Strengthen the system construction of incentive, Pay attention to the incentive executive team construction, Adopt flexible and diverse means of incentive, according to the actual conditions.
