Community correction originated in the 19 th century.Modern School made a point of socialization execution.They pay attention to the non-custodial sentences and reconstruct the personality of the offenders.After a century of development,it is recognized that the role of Community correction is more and more important.The method of execution for the purpose of re-socialization has become a common sense in the whole society.Now our country's judicial system reform is in the process.The“Decision”of the third Plenary Session of the 18 th CPC Central Committee decide to abolish the RTL and improve Community Correction System.Focus on the criminal's education and correction reflects our penalty caring humanization.The function of rehabilitation,development and prevention of social work is in line with the target of Community Correction.And social work provides a professional approach to community correction,the intervention of social work is more in line with the original intention of community correction.Hexi District started the pilot at 2004.Experienced more than a decade of development,it has formed a relatively mature model.Hexi District has form its own characteristics in institution-setting,team-building,correction method and so on.Under the guidance of Tianjin community correction center,Hexi District set up community correction Department,and brought forth new ideas,cooperating with colleges and Universities and putting government purchases into practice to solve the problem of the shortage of staff.I chose Hexi District Tianjin as a sample,and used documentary study,Observation,case study,interview to study the Community Correction in Hexi District.However,I found that Hexi District took a route which relies solely on the government.The intervention of Social Work to community correction is in little extent,and there are some problems in the practical work such as figurehead position for social worker,unprofessional work method,the management is not smooth and so on.So I chose Hexi's District community correction as the object.Use professional methods to research it,and try to find out its present situation and existing problems.Learn from advanced experience and try to put forward countermeasures,such as system construction,standard job settings,strengthen the construction of professional team,guide social forces to participate to Promote the intervention of social work and the development of community correction.
