This paper summarizes the research status of competency at home and abroad, summarizes the research methods of competency model, and points out the defects, problems and shortcomings of the competency model of leading cadres.The necessity of dynamic competency model is discussed.From a practical point of view, objectively on contextual performance were analyzed and classified, and defines the concept of leading cadres performance, contextual performance and performance of the subjective situation and objective situation, proposed the concept of feature model dynamic competence. According to the experience summary and analysis to determine the qualifications for the leading cadres at different levels, the previous common competency model construction methods of analysis and evaluation, and according to the needs of the amendments. Describes the dynamic competence characteristic model construction mentality and the method, according to the research needs of this paper, the integration of original competence characteristic model construction method, combined with the actual needs of the dynamic proposed multidimensional testing method, a clear implementation steps, the basic process. At the same time, the use the method extracting dynamic competency, the construction of the leading cadres at different levels of dynamic competency models of primaries, and with a provincial preferential selection of county Party committee secretary of the candidates, for example, in the construction of county leading cadres and primary dynamic competence characteristic model based on, through grey correlation analysis, further screening dynamic competency, the county Party committee secretary of dynamic competency model.This dissertation extends the theoretical research of competency model, and complements the research results of this field. Through the research, the dynamic competency model is discussed, which enriches and improves the theoretical basis of human resource management and the performance management of leading cadres.
