Disabled people usually disabled due to physical and mental development is not complete or the day after tomorrow is damaged,every disabled people need help social and humanistic care,and they are the social vulnerable groups,and even marginalized groups,therefore,the disabled is an important focus of social work and social security system,and is an important livelihood issues of academic concern.Now has nearly 650 million disabled people in the world,and our country has 85.02 million,accounts for 13.08%,is disabled in the world's most populous country.According to the second sample survey data show that for the disabled in our country rural disabled population in China has 62.25 million,accounts for three-quarters of all disabled population,visible large amount of rural disabled population.In efforts to build a harmonious society under the background of economy in our country,accompanied with the process of urbanization and modernization,rural people with disabilities is gradually become a special social group that nots allow to ignore,is not only related to their survival and development itself,but also affect the family and even the development of the society.Rural disabled due to their limited,not completely the same as normal people do all kinds of social activities,if society and government for rural disabled persons can not give the full attention,and implement effective social policy to improve living conditions for its,particularly susceptible to the disabled people because of its weak and marginalized.This group is a special group has a physical disability or mental defects,in addition to the first cause factors,they are also the cost of economic development and modern progress.Disabled persons as a national and social vulnerable groups,their related the construction and development of the social security system embodies a nation's economy and social security structure improvement,marks the livelihood of the people of a country whether harmonious stability.Disabled people are "god abandoned",but their living conditions to a certain extent reflects the degree of the welfare of the state and society,is the system of national economic development an important indicator,which can reflect the people's happiness,so,to research the present situation and problems of rural disabled people in our country is not only the needs of the people's livelihood of the people,is to balance urban and rural development and the need of the era of progress.In general,this article is based on the social security theory as the instruction,to construct the rural social security system for the disabled and harmonious society as the goal,according to the urban and rural areas as a whole,focus on social vulnerable groups,and the comprehensive development train of thought,on the basis of the analysis of theoretical research at home and abroad,comparing the domestic related to the latest data for the disabled,comprehensively systematically analyzes the first and second national handicapped person sampling survey data,from a macro perspective,analysis and study of the whole social security for the disabled state,at the same time,combining the micro research object,based on the objective status of L village social security for the disabled,disabled people's basic life safeguard is L village,and the specific content of social security guarantee medical rehabilitation were studied.In these studies,on the basis of these problems,actively collect L village feedback regarding the disabled social security system for the disabled,through to the growth of the disabled people in the village to visit investigation,combing the country's rural disabled security policy in the village level,understand the disabled under the social security system for the disabled state of life,relative to the city of the formulation and implementation of social security system for the disabled,disabled social security system in L village which divide,the gap between the lives of people with disabilities and L village produced what kind of impact,behind the effect which substantial problems need to solve,according to the feedback of disabled persons,and puts forward some constructive advice,professional knowledge for the government and society to improve rural disabled people's social security system to provide a professional direction,thus to improve the countryside to make some contribution to the development of the lives of people with disabilities.Based on the actual investigation,in the purpose of this study,comprehensive combing and discusses the achievements of the development of social security for the disabled,the present situation and problems,development ideas and countermeasures and Suggestions of further development,combined with a concrete instance,and from small to big,from micro to macro background,the research on rural social security problem for the disabled,the study on the basis of predecessors' research results,find new problems,put forward a new scheme,to belong to the cause of social security for rural disabled economist's contribution to the society.
